Yesterday and today:
- The Russian Empire recognized “Outer Mongolia” – present day Mongolia – as an autonomous state to be protected from China. The Mongolian government would give Russia “most favored nation” status for trade, mining and timber rights.
- The Turkish government appealed to the Great Powers (Britain, France and Germany) to intervene in the Balkan War, an appeal rejected the next day by France.
- Britain’s House of Commons rejected, by a vote of 265-162, a proposed amendment to the Home Rule Bill that would have set up proportional representation for an Irish legislature.
