Rumors of mobilizations on both sides of the Russo-Austrian border continue to circulate, and indeed seem to be gathering substance as “precautionary measures”. One element giving credence to the rumors is the inferior logistical situation of Russia, due to the long distances that must be traversed in that country in order to achieve an effective concentration of force. Russia’s adverse strategic situation is therefore in itself an important contributing factor to instability in Europe.
